WORLD TO WIN.
World to Win (W2W) is a coalition of NYC-DSA members fighting to connect our long-term vision for democratic socialism to the day-to-day struggle for freedom and dignity at our workplaces, apartment buildings, the ballot box, and the streets.
Our members have led priority campaigns like Break the Chain and Rapid Response to ICE and have served as leaders on electoral campaigns from Darializa Avila Chevalier in Harlem to Eon Huntley in Bed-Stuy and Christian Celeste-Tate in East New York. We have led powerful rank-and-file campaigns in our unions for better contracts, to endorse DSA candidates, and for a Free Palestine, and we have helped build tenant unions across the city, including citywide tenant assemblies. W2W members actively organize as member-leaders across every Branch and Working Group in NYC-DSA.
Our politics are rooted in the belief that NYC-DSA has the unique potential to lead the working class of NYC but often fails to live up to this potential. We join DSA members across the country in the fight to build a truly independent socialist party which can overthrow the American empire and replace it with a democratic political system and a socialist economy.
Towards these ends, World to Win is putting forward the following platform of resolutions and amendments for NYC-DSA’s Citywide Convention:
A Democratic Socialist Intervention in the 2028 Elections
The 2028 elections offer an immense opportunity to project our socialist politics to an audience of millions. This resolution commits NYC-DSA to the goal of holding our candidates to the DSA Workers Deserve More (WDM) program, running a slate of nationally endorsed Congressional and state candidates on a common platform derived from WDM, and participating in a national DSA-wide Presidential town hall process. It also encourages our federal elected officials to join the Federal Socialists in Office Committee, cross-endorse across the entire national slate, and vote as a bloc in Congress.
Democratize the Budget, Empower Membership
NYC-DSA builds power through member-led organizing. This resolution ensures we invest back in our members by committing 25% of dues income to Working Groups, Affinity Groups, Branches, and member-led initiatives. It also upgrades our opaque bugeting process to be more democratic and transparent. Members will have a voice in branch budgets and the ability to submit proposals for funding; City Convention or the Citywide Leadership Committee (CLC) will approve the annual chapter budget; and major expenditures will require member approval. Guidelines for reserves and regular reporting will be established to ensure the organization remains financially healthy. CLC will oversee smaller expenses.
For a Socialist Labor Movement and a Fighting Labor Working Group in NYC-DSA
Labor has long been a standing chapter priority in NYC-DSA, but the current Labor Working Group (LWG) is mostly focused on electoral and legislative campaigns. Drawing inspiration from campaigns like Break the Chain and City Workers for Zohran, this resolution recommits LWG to prioritize rank-and-file union organizing and to develop powerful campaigns within the labor movement that orient the working class towards socialist politics. It also commits the LWG to organizing DSA members into industry sections and providing member-run spaces for decision-making, building community, and political education.
Socialists in Solidarity with Residents Against Demolition of Fulton & Elliott-Chelsea
NYCHA residents are organizing against the demolition of the Fulton & Elliott-Chelsea (FEC) complexes and their conversion to private management. This resolution commits NYC-DSA to supporting FEC tenants in their struggle by calling on Mayor Mamdani to halt the demolition, stop the eviction of FEC tenants, fund necessary repairs, and hold an open democratic vote among FEC tenants on the future of their housing. It also calls on NYC-DSA SIOs to oppose the demolition. NYC-DSA must take an active role in the fight to preserve Section 9 and build political solidarity with public housing residents on the front lines.
Build Community Safety Through Prevention Not Policing
The Racial Justice Working Group established a foundation for the ongoing work of abolishing police violence. This resolution commites NYC-DSA to a multi-year campaign targeting NYPD. It aims to end NYPD’s practice of broken windows policing and homeless encampment sweeps, and to disband the Strategic Response Group and other NYPD specialized units. The campaign will use Mayor Mamdani’s term to establish the Department of Community Safety as a permanent institutional alternative to policing and expand programs such as B-HEARD which divert responses to mental health crises away from the NYPD.
Democracy and Unity: Representative Bylaws for NYC-DSA
NYC-DSA’s bylaws are unwieldy, out of compliance with DSA’s Democracy Commission, and do not set a good standard for a democratic, member-run organization. This bylaws amendment is a comprehensive overhaul rooted in compliance and democratic best practices. Structurally, it commits NYC-DSA to a proportionally elected leadership by electing the Steering Committee in one chapter-wide election, replacing the practice of holding a separate election for each officer position. It authorizes the creation of administrative committees to democratize administrative and technical tasks. Finally, it formalizes the CLC as a distinct legislative body with oversight over Steering and removes Steering members from the CLC.
Language Exchange & Asambleas Comunitarias: Envisioning a Multilingual NYC-DSA
Almost two million New Yorkers speak Spanish at home. This resolution commits NYC-DSA to a program of Spanish language exchanges and asambleas comunitarias organized through the Latinos Socialistas Working Group. The language exchanges will follow the model of Coffee with Comrades and other membership and political education initiatives by conducting reading groups, DSA 101s, canvassing trainings, and other such events entirely in Spanish. At the asambleas comunitarias, Spanish-speaking comrades will participate in political education, discussion, and decision-making in their own language.
Suffrage for All
It is the duty of all socialists to fight for enfranchisement and against political apathy. This resolution commits NYC-DSA to launch a “Suffrage for All” campaign through Democratize New York, targeting voter registration for working-class New Yorkers. Where organizers register voters as Democrats, they will affirm that NYC-DSA remains independent of and critical of the Democratic Party, with the ultimate goal of building an independent working-class party. The initiative will grow into a broader statewide campaign for voter protection and voting rights.
Affirm NYC-DSA’s Commitment to Equity: A Taskforce to Promote Equitable Organizing
Undoing the legacies of a repressive and unequal culture requires proactive work. This resolution charges NYC-DSA with creating a task force to investigate best practices for fighting oppression among our ranks and supporting organizers in integrating anti-oppressive frameworks into their daily practice. It will be responsible for hosting trainings for chapter leadership on anti-oppressive practices as well as for providing an assessment of our organizational culture and presenting collectively designed recommendations.
